To gain access to this region you have to go to Shrine of Two Moons and pick up Thunder Calls from Sunwalker Dezco. Once you have this quest just fly to Shado-Pan Garrison in Townlong Steppes and turn it in. You will get a couple of follow up questions but it doesn’t take very long.
