No, you can not safely fire 9×21 out of a 9×19 chamber. The 9mm rounds seat in to the chamber on the case mouth, the 9×19 will be too short to do that. The only thing holding your cartridge in place against the breech face will be the extractor.

Last year I began buying the 9mm and 5.56 ammo from Midway made by IMI. I know IMI has had the Independence brand that they would farm out to Federal and CCI to make but it seems they have gone in the direction of making more of the ammo they sell.
